California to Start Furloughs

With a $19 billion deficit and no progress toward fixing it,
California Gov. Arnold Schwarzenegger has ordered furloughs
for many state workers.
The state will also have to start issuing IOUs instead
of paying its bills in August or September as the budget
stalemate drags on in the Legislature.
The new order exempts employees who work for departments that
collect revenue as well as six unions that have tentatively
agreed to pay cuts. Among those unions resisting pay
cuts is the California Association of Professional Scientists,
which represents 11,000 state employees.
California has around 240,000 employees. The six unions
that have taken pay cuts represent less than 40,000 of
those workers.
